Bill started his career in telecommunications in 1986 with Carolina Power and Light Company, (now Progress Energy) as a telecommunications technician responsible for the implementation and maintenance of voice, network, and wireless platforms. During his career Bill held positions in Network Engineering; providing design and engineering services of wireless and transport network technologies. As project manager he was responsible for the implementation of numerous large transport and wireless system initiatives across a multi-state enterprise environment.

In subsequent management roles, Bill provided oversight and direction in both operational and engineering environments. Among his notable achievements were the development of a successful outsource support model that provided critical telecommunications and data network support to corporate sites outside of the client's geographical boundaries and the deployment of a streamlined network certification process through which new applications were tested prior to being placed into production on the network. As manager of network engineering, Bill was responsible for guiding and directing teams of engineering staff specializing in the development of enterprise-wide solutions for wireless, voice, video, data, and transport network technologies providing critical network and telecommunications services to internal corporate clients. His responsibilities included development of project plans for large projects, specifying goals, strategy, risk assessment, contingency planning and allocation of resources to meet project objectives.

Bill established his private consulting practice in 2005 when he founded TCS. Since then, he has consulted with clients on a broad range of technical and project oriented initiatives. Along with his business partner, Barney J. Oakes, he was instrumental in the development of the Enterprise Move Management^SM service model that has become TCS' signature service.

Bill earned a Bachelor of Science degree in Computer Information Systems from NC Wesleyan College and holds a Masters Degree in Business Administration from Campbell University. He has also completed additional studies in organizational leadership through the Kenan-Flagler School of Business at the University of North Carolina at Chapel Hill.

Barney began his career in 1973 as an Officer in the United States Army after graduation from the United States Military Academy at West Point, NY. During his military career, he achieved Airborne, Ranger and Jungle Warfare qualifications and served as a Company Commander leaving the Army in 1978 to join Procter and Gamble Paper Products Company. At P&G Barney held positions as an Operations Manager and Industrial Engineer. In 1984, he joined Carolina Power and Light Company, now known as Progress Energy. During the period 1984 - 2005, Mr. Oakes had numerous assignments and positions. His initial position was as an internal consultant focusing on organization analysis, efficiency studies, and best practices reviews. He was a member of a major reorganization design effort for Carolina Power and Light. The results of the reorganization design effort saved greater than $30 million dollars while reducing layers of management, consolidating functions and creating the Telecommunications Department. Barney held positions as Manager of Budget and Administration, Customer Services and Technical Planning, and Operations organizations in the Telecommunications Department. In the early '90's he also led new technology introduction projects for corporate voice mail and video conferencing. Additionally, he served as lead consultant for the CEO of Progress Energy in the preparation of the business case for the first corporate Internal Security organization.

In 1995, Barney was asked to form a Strategic and Business Planning function for the Energy Delivery Group. In addition to developing Group Strategic and Business plans, the organization tracked and reported operational results and management incentive compensation goals. Rejoining the Telecommunications Department in 1997 as Manager of Operations, Barney participated in the development of the business plan for Interpath Communications, an Internet Service Provider, and served as Vice President of Network Operations. In 2000 Barney returned to Progress Energy as Director of Telecommunications Operations and successfully integrated operations functions in the Carolinas and Florida with the merger of Carolina Power and Light Company and Florida Power Corporation. During the period 2002-2005, Barney served as Manager of Implementation, including a brief period with oversight of the Telecommunications Design function. He was engaged in numerous special projects including the redesign and move of the Telecommunications warehouse function, improving technical documentation storage and processes and the introduction of several best practices change initiatives.

Barney established his private consulting practice in 2005. Since then, he has consulted with clients on a broad range of technical and project oriented initiatives. Along with his business partner, William J. Murray, he was instrumental in the development of the Enterprise Move Management ^SM service model that has become TCS' signature service.

Barney earned a Bachelor of Science degree in General Engineering from the U.S. Military Academy at West Point in 1973. In 1983, he earned a Masters of Business Administration degree from Columbus State University. Additional studies include the Duke Corporate Education Leadership Development Program at Duke University in 2001.

Bob began his career as an officer in the United States Navy serving as a Surface Warfare Officer on the USS Forrestal. After His Naval tour, he started his IT career working for Electronic Data Systems in Dallas, Texas as a Systems Engineer. He also worked as a System Designer for IBM and as Manager of Data Processing with Home Security Life in North Carolina.

Bob later joined Carolina Power & Light (CP&L) in Raleigh and held numerous Managerial positions in IT and Telecommunications including Manager of Systems Development, Manager of Corporate Data Center, and Manager of Telecommunications. As Manager of Systems Development, he was co-project manager for the design and implementation of a new Energy Management System for CP&L. Industry average for implementation of these large and complex systems was over five years with software cost in excess of $20 million. Bob's team implemented the system in 18 months at a cost of less than $8 million.

In the late '90s, CP&L, formed Interpath Communications, an Internet Services Provider, and Bob served as Vice President of Consulting and Network Services. While at Interpath, he participated in the development of numerous business plans including Network Design Consulting Services, Internet based software solutions, and Data Transport Services.

In 2000, Bob retired from CP&L (now Progress Energy) and worked as a Consultant and Project Manager for Progress Energy Telecommunications Department. In this role, Bob worked as the Project Manager for developing and implementing work processes for Telecommunications. This included the development of work processes, a Project Managers Manual, project estimating system, implementation of project/work management software (Primavera), resource management, and management reporting. Bob also served as Project Manger for gathering requirements, developing an RFP, performing the financial analysis, and obtaining Senior Management approval for a new dispatch radio system. The proposed system (implemented in 2001 through 2004) covered 50,000 square miles with an implementation cost of over $37 million. Bob also served as Project Manager for the Relocation of the Eastern Regional Office which required the engineering disciplines of fiber optics, radio, data, voice, and video.

Bob established his private consulting practice in 2005. Since then, he has had engagements with clients on the implementation of Primavera Project Management Software. Engagements included Lucent Technologies, Bank of America, and Progress Energy. Bob has conducted over 30 Project Management classes over the past two years.

In addition to his business career, Bob also served for 22 years in the United States Naval Reserve and obtained the rank of Commander. During his tenure with the Navy, Commander Metz qualified as a Commander In Chief Watch Office in Norfolk, Virginia reporting to the Commander in Chief of Atlantic forces. During his two, twelve-hour weekend watches, he oversaw all activities in the Atlantic region, performed training in wartime exercises, and was the point of contact for all emergency actions in the Atlantic theater.

Bob earned a BS in Engineering from N. C. State University. Additional studies include the University of North Carolina at Chapel Hill Executive Development Program.
